Projects simultaneously accelerated thanks to land clearance and materials
Minister of Construction Tran Hong Minh stated that obstacles related to land clearance and construction materials have been resolved, enabling expressway projects to simultaneously accelerate.
Many projects have commenced and are expected to be completed by 2025, contributing to the goal of 3,000 kilometers of expressways.On July 31, Prime Minister Pham Minh Chinh chaired an online conference summarizing the first half of 2025 and reviewing the intensive campaign "500 days and nights to complete 3,000km of expressways."

At the meeting, Minister Tran Hong Minh reported that under the Government's decisive direction and close coordination among ministries and localities, land compensation and clearance have achieved positive results. Construction material issues were resolved, allowing contractors to speed up construction to meet deadlines.
The Ministry of Construction has completed investment procedures for five expressway projects totaling 271km. For projects scheduled for completion in 2025, land clearance is nearly done, with only a few access roads and high-voltage lines left, which do not affect progress. Newly launched projects are clearing land and constructing simultaneously.
Provinces have proactively issued mining permits and increased stone and sand output to meet material demands. As a result, multiple projects have gained momentum: four components of the North–South Expressway (2021–2025 phase), 19km of the Ben Luc–Long Thanh Expressway, and 10km of the Bien Hoa–Vung Tau segment have opened, bringing the total expressway length nationwide to 2,268km.
By August 19, 2025, an additional 208km is expected to be completed from projects including Vung Ang–Bung, Van Ninh–Cam Lo, remaining parts of Van Phong–Nha Trang, and several segments in central Vietnam, increasing the network to 2,476km.
Key projects due in 2025 have made notable progress: the Eastern North–South Expressway increased by VND 20,193 billion in output, Bien Hoa–Vung Tau by VND 1,266 billion, and segments of HCMC's Ring Road 3 also surged. Bien Hoa–Vung Tau, despite initial obstacles, has now reached 30% of its contract value and pledged to complete the main route in 2025.
Projects initially planned for 2026—such as Khanh Hoa–Buon Ma Thuot, Dong Dang–Tra Linh, Huu Nghi–Chi Lang, and Chau Doc–Can Tho–Soc Trang—are also striving to finish segments by 2025, shortening timelines by 4–5 months.
The total value of expressway construction nationwide in the first half of 2025 exceeded VND 66,500 billion.
