MLIT to develop integrated online system for building administration procedures

Japan's Ministry of Land, Infrastructure, Transport and Tourism (MLIT) will launch an initiative to create a centralized online system for handling all administrative procedures related to building regulation.

In April, the ministry introduced a nationwide Electronic Application Reception System that enables online submission of building confirmation applications. Building on this, the system will be expanded to provide one-stop access for a wide range of procedures, including periodic inspection reports and ministerial certifications.

The Housing Bureau has included new funding for the initiative, titled the Comprehensive Project for Promoting Digital Transformation in Building Administration, in its FY2026 budgetary request. To date, the government has prioritized digitization of building confirmation and inspection procedures. The current electronic system is designed for shared use by municipalities and designated private inspection agencies that lack the capacity to independently implement online services. The expansion of electronic applications is expected to improve efficiency not only for applicants but also for reviewing authorities. As the next step in digitization, MLIT plans to introduce "BIM Drawing Reviews" in spring 2026, leveraging BIM data.

Looking ahead, the ministry intends to create an integrated system environment that covers administrative procedures beyond building confirmation, extending into the construction and maintenance stages. Information accumulated through the system will be structured into a database to support use in design, inspection, and related operations. The system is expected to enhance usability not only for building owners and designers but also for contractors and facility managers. Furthermore, MLIT aims to prioritize expansion of functions based on demand in related fields, such as real estate, where documents like building plan summaries are frequently consulted.
