JAC signs agreement with Indonesia on workforces development

The Japan Association for Construction Human Resources (JAC) has signed a mutual agreement with the Indonesian government to cooperate in developing human resources in the construction sector.

The initiative will strengthen promotional activities and training programs for students and others who may become candidates for Japan’s Specified Skilled Worker (SSW) visa. This marks one of the first efforts among industrial sectors to coordinate directly with a foreign government in securing labor. JAC is also considering digitalizing its "Construction Work Briefing Sessions" held in Indonesia, aligning with Jakarta’s plans to establish training centers for overseas workers.

On August 25, senior officials of Indonesia’s Ministry of Manpower’s Agency for the Migrant Workers Protection, including Minister Abdul Kadir Karding, visited Japan’s Ministry of Land, Infrastructure, Transport and Tourism (MLIT) in Tokyo. During the meeting, Dwi Setiawan Susanto, Director-General of the Directorate-General of Overseas Job Opportunities Expansion and Utilization, and JAC Chairman Kenji Minowa signed the mutual agreement. The signing was witnessed by Isato Kunisada, Parliamentary Vice Minister of MLIT.

Currently, more than 40,000 foreign workers in Japan’s construction sector hold the SSW status, of whom approximately 5,000 are from Indonesia. JAC regards Indonesia as a key partner nation for securing construction personnel. To date, the association has organized "Construction Work Briefing Sessions" introducing job categories and safety measures, and has provided training support in cooperation with specialized subcontractor organizations.

With this agreement, JAC will consider expanding awareness activities to the student level through online briefings, with the aim of increasing the number of Indonesian workers aspiring to work in Japan under the SSW framework. It also intends to strengthen programs for skill development and Japanese language education, while facilitating closer information-sharing with Indonesian counterparts. As part of efforts to foster a society that coexists with foreign workers, JAC also plans to provide public relations and consultation services not only on labor safety but also on living conditions.
